PCES Inc. secured another partnership through a Memorandum of Agreement signing with JDY & W Corporation on June 2.
This MOA signing was attended by JDY & W Corp’s Chief Operating Officer Jefferson Dy and Assistant Ma. Pearl Joy Banzon.
Data Protection Officer John Ronald Robillos, Communications Manager Stephanie Cuenca, and Communications Intern Madeleine Gonzales represented PCES Inc. in the official signing.
The partnership between JDY & W Corp. and PCES Inc. advanced the vision towards better and fair job opportunities for the rehabilitated PDLs.
JDY & W Corporation has ventured in a wide range of business such as custodial services, medical care, and manpower. BJMP Bacoor joins PCES for Chains2Chances
PCES Inc., expanded Chains2Chances with yet another partner, BJMP Bacoor. With hopes to support their PDLs’ life after jail time, BJMP Bacoor signed a Memorandum of Agreement with PCES Inc. on May 9. DPO/IT Director John Ronald Robillos and Marketing Intern Jazmine Gundaran from PCES were present in the ceremonial signing for Chains2Chances partnership.
JSUPT. Christopher Penilla and JCINSP. Analiza Foster signed the MOA on behalf of BJMP Bacoor, officially accepting and joining PCES in its efforts for inclusive employment.
This collaboration is a milestone for PCES Inc. and Chains2Chances in building a platform for those who are seeking a real second chance in life. With this agreement, more PDLs will be connected and directed to a dignified and steady livelihood through PCES Inc’s system and matching algorithm. PCES remarked on the openness and willingness of JSUPT. Penilla to extend a helping hand for their PDLs to build a new life for themselves with a second chance given to them.
Contemplating these developments, PCES takes a step forward to meet and address the needs of PDLs in job opportunities when they are ready to face the society once more.

First-ever PDL Job Fair in the Philippines!
PCES Inc. and BJMP Tanza successfully held the first-ever job fair for Persons Deprived of Liberty (PDLs) in November 2024. Together with BJMP CALABARZON, PESO Tanza, and Department of Labor and Employment, PDLs are directed to participating companies to apply and secure a job before their release.
Private entities have participated in this event as employers hiring and interviewing PDLs for a possible employment opportunity.
Ahnex Builder, HERU, JMD Personnel Management Solutions Corp., Kinben Work Masters Manpower Services Inc., MMA Competent Manpower and General Services Inc., Natcorp Career Growth and Manpower Services joined the job fair, seeking manpower for their deployment and daily operations.
PCES would like to express gratitude to the significant people and government agencies that inspirited the event through their presence and support.
Among them were PESO Tanza Manager Sunshine Floradee Faith B. De Guzman who invited companies to participate and offer employment opportunities.
Mayor Yuri Pacumio and Vice Mayor SM Matro also showed their support by sponsoring the food and providing tents, tables, and chairs.
The Department of Interior and Local Government backed the event through Undersecretary Serafin P. Barreto’s encouraging words for PDLs and for PCES to continue bringing impact.
JSUPT Alvin I. Gavan, representing BJMPRO Cavite, delivered a motivational message for the cause and reaffirming PDLs deserving of a second chance.
Lastly, PCES would like to thank Augusto ‘Daga’ Virgo, a former PDL, for sharing his experience as a reformed individual and inspiring PDLs that it’s never too late to get back with their lives.
With collaborative effort, this event was made possible—ensuring that the hopeful PDLs will be able to regain their life and re-enter society as dignified individuals through long-term and committed employment.

In a landmark move that underscores the growing momentum for second chances and inclusive development, Philippines Central Engagement Services Inc. (PCES Inc.) has officially signed a Memorandum of Agreement (MOA) with BJMP CALABARZON to launch a transformative employment initiative for soon-to-be-released Persons Deprived of Liberty (PDLs). The ceremony, held in Calamba, Laguna, was a powerful affirmation of the shared belief that real rehabilitation must extend beyond prison walls. Mr. Leonel Herrera, Chief Operations Officer of PCES Inc., opened the program with a compelling message:
“The rehabilitation of PDLs loses its meaning unless we extend them equal opportunities to reintegrate
into society.”
